Kat West, Sustainability Manager for
Multnomah County, provided the
road map to change the state law on purchasing
local foods within state
government food purchasing contracts.
During the 2009 session, HB2763
amended the state purchasing requirements
so that public agencies can
favor locally produced foods. Public
agencies can buy locally grown or
produced food even if it is as much as 10
percent more expensive than
